The Colonial Secretary, Hong Kong, presents

his compliments to the Under Secretary of State for

the Colonies and with reference to the Governor's

telegram No.397 of 23rd December, 1938, to the

Secretary of State is directed to enclose two copies

of a letter dated 23rd December, 1938, which has been

sent to His Excellency, The Governor of Macao on the

subject of Chinese refugees entering Hong Kong via

Macao.
